The ferry declared safe that capsized at night
In September 2002, the ferry linking Dakar to Casamance went back to sea with two ministers on board and passed its annual survey without a single finding. It no longer held a valid permit, its liferafts were banded shut, and an old paper declared it fit to sail around the world. Three days later it capsized off Gambia, and it was fishermen who raised the alarm. Twenty-four years on, no one had been tried.
